Norimitsu Suzuki? He did a scene almost right after this one with similar BG animation.

The 1st cut shouldn't be but there's certainly an argument for the 2nd cut. The way the Nomu's muscles are drawn are similar to the way he draws them

first cut and second are a few cuts away from each other in the actual episode so in my mind the 2nd is definitely Suzuki's. Too isolated of a cut to be anyone who drew anything near that scene, and has his signature background animation and volume.
