I swear to god, that shot at 0:31 looks like CG. This scene is legendary for all of the right reasons.
Why do Japanese animators never penetrate beneath the skin? They can't really capture clothing moving over the bodies, complex movements and subtle facial expressions forming - a full character. Japanese animation has never created a character animated as exquisitely as the Beast. Why?

Maybe cause your definition of exquisite, complex and subtle character and clothing animation is heavily informed by and focused on classic disney full animation(by the masters no doupt) and its "feel" . So any different approach or philosophy seems only surface level not as "exquisite" , no matter how well executed.

There are japanese animators that could pull off top tier disney full character animation and movement if they tried or wanted to , but they have little reason too

Funny you say that. Ruben Aquino's mother was Japanese, and someone named Yoshimichi Tamura (who supervised Jesper in Klaus) was actually a Disney animator. Also some of those direct-to-DVD Winnie the Pooh movies were animated by Disney's japanese studio.

Who say that they can't?

For the Japanese Disney is just a different style. I want to see Disney do a tv show with the budget and the time the animators in japan have to see how awesome they really are.

If they had problems with perspective in high budget films like Tarzan and Treasure Planet I don't want to imagine how they could handle some Japanese layouts. Miyazaki actually was once asked about Disney animation and he said something very interesting. He said the characters move too much.

I find the character acting animation in The Tale Of Princess Kaguya more impressive and genuine than Disney's. It feels real, spontaneous or happening in the moment.

Well, I mean, Exaggeration is one of the twelve principles of animation, but you make really good points though. More relaxed and nuanced character acting feels more real and lifelike. Arcane (as overpraised and brought up as that show is) is a common example. The quieter moments have character acting that almost looks like motion capture. Other good examples include Rango or the HTTYD trilogy. It all comes down too aesthetic and tone.

You get my point, right?
