it's the terminology used to describe frame modulation.

animating on 1's would correspond to every frame being a unique drawing. Since anime is made at 24 fps, it means 24 unique drawings per second. (seen frequently in Disney films, or certain animators like Naotoshi Shida)

animating on 5's would mean every fifth frame is a unique drawing, or said another way, the drawing is held for 5 frames at a time.

It is helpful to frame step through an upload to see how frame modulation affects the timing
I kinda like the odd frame modulation here. Obviously it's not smooth and may even be awkward jarring in context with the rest of the show, but it gives individual frames more impact and feels fitting with Kanada-esque angular poses and timing. I'm just personally a fan of distinct, memorable stylistic shifts in a single show.

It should be noted that Disney doesn't always animate on 1s. This mostly applies to their pre-1980s output, after which scenes animated on 2s would become somewhat more common in their 2D films as newer animators came in and the older ones retired.

If someone were to animate a character sneaking around, holding a single drawing on two frames would look better. Alan Becker explains this thing pretty well in his 12 Principles of Animation series. Animating on a lower frame rate could also be easier and less stressful for animators.
