Might be a dumb question but what do the additional lines on some frames mean? The ones that go something this
(10)--|--|--(11) with some arcs running through?

That's placed there by key animators. It is information for inbetween animators on what the motion arc is like and where to put the inbetween frames in terms of timing.

I know about spacing arc, but what are those "jumping arc" above each spacing schema ?
It's not really a dumb question if you wanted to learn about timing Richard Williams has a book on it. I think he talks about the timing lines for a few pages because I think that's everyone's initial reaction when they see them. Each arc = same spacing.
Basically they're there to make the spacing chart easier for the inbetweener to decipher. They're optional.

The 2 big arcs tell the inbeweener to draw an inbetween frame halfway between the 2 keyframes then draw one more between frame 11 and the inbetween frame you drew earlier as indicated by those 2 smaller arcs.

I think japanese animators don't use them often.
Suzuki probably used them because she was trained in England.

Hmm, I don't think so, I've seen them on genga for a variety of animators.
