Aside from that, the framerate is also incorrect it looks to me like it should be decimated to remove every 5th frame which is a duplicate, though its also possible the source FPS is broken.

Yeah, the frame rate for the source is 29.97 instead of 23.97 for some reason. It looks decent enough in 720p though

To add to this Cartoon network did make home releases for the series back the day. I don't know if they are better then the YT rip. But might be worth looking into
