Atwiki credits Kondô for the "town festival" scene in this episode, however there are two, one in A part (the ritual procession) and one in B part: this one, which looks the most like Kondô. Given that there are only 3 animators credited and that Kondô is credited distinct from the others, I think it'd be fair to presume he did all the B part
