Fairly certain this is mostly or entirely Tetsuya Masuda, from the sweat effects to the secondary motion and timing being similar to that of his other work on the series, the character's lines extending outside of their bodies (dunno how to put that) also remind me of his work on the Hinata shoe cut in post #187525
