the draftsmanship in this scene is on a different level from the rest of the show. I originally narrowed it down to Hideto Komori but Toshihisa Kaiya is on all the same episodes - I think it's his work instead, except as of writing this, he has four uploads to his name and two of them are on Jin Roh where Okiura corrected everything. I need to look into it more because his prestige does not match what we know of his output.
