Okay, so what exactly is the distinction between layout and rough genga anymore? This is practically rough genga, maybe "1st key animation"....

In terms of pipeline, "LO and Rough Genga (1 gen)" is done at the same stage, when you do the LO, you also do the rough genga.
Layouts contain some of the cels used for genga (For placing purposes), but also the background/book/camera/compositioning-effects. They're literally the layout of the scene, in the most basic meaning of the word.

Basically I was under the impression that layout tended to be more…. static? The term “layout” implies, to me at least, a stage where the primary concern is determining where the elements in the shot are, where each layer of the shot will belong, and what should be drawn by the background team vs. the animator. What I meant by this almost being rough genga is that it’s quite motion-filled — almost every pose is defined clearly (even if there’s no proper lineart yet).
