Ok. How exactly would it need to change to count as itano circus?
The technique originated from Ichiro Itano animating many missiles tracking an object in a uniform manner. The object attacking todoroki doesn't really track him so this misses the mark completely. Often times people ask "what counts as an Itano Circus/Yutapon Cubes" etc, but the easiest way to explain it is to just look at the page of the person the tag is based on. https://www.sakugabooru.com/post?tags=itano_circus+ichiro_itano+
Thanks for the detailed explanation!
Genga of todoroki @~0:58 seems to match isuta in post #189172

I think he did 0:56 - end

It's also still uncertain whether kiso did the 2nd cut here
start - 0:17 utsushita
0:17 - 0:56 kiso
0:56 - end isuta
