Norio is confirmed to have done the layout/rough genga, however I'm of the opinion that Hirofumi Suzuki picked up the genga on a few, especially 0:57 - 1:01 - that cut, and a few throughout the scene is lacking enough polish that I dont think Matsumoto handled it entirely.

However, Norio also prefers to finish everything himself so having 2nd KA on his work is rare
