a lot of the art is plainly Norio Matsumoto's however the scene he did genga for is confirmed to be the last one of the episode, and I've never seen or read anything about this scene being credited to him. Instead this should be the animator copying his storyboard 1:1... in theory.

I guess it's possible he did uncredited corrections on top of that because he was a regular on the production and would have been around at the time his storyboard was being animated but can only guess as to how this came to be.
