Wasn't Monroe with Freleng's unit in early 1943?
Monroe is at 0:08 and presumed at 0:21. Still unknown is the ending shot and if the first shot of this clip is split between Robert McKimson and Virgil Ross.

I think those "Monroe" shots are just somewhat tamer Rod Scribner animation. I could be wrong, but, that is what I think.
