Yeah it's weird. The only other Mappa shows I've watched were JJK and Zankyou No Terror and I don't recall this kind of excessive screen blurring being used in them. I don't really get why they do it here. Maybe it's their form of impact frames for the cgi?

Also might be to hide the imperfections of CG and sometimes messy drawings. It's not as apparent as in Part 1 though.

Maybe because it was too graphic for the audience I guess?
We can't be sure, but it is likely an attempt to make the 3d models integrate better, as well as just rushed or poor compositing direction. Let's not extend this thread any more than this.
