One question, if Okiura didn't do Layout for the movie then his work shouldn't be considered as 2nd Key?

The layouts on Pat 2 were made the "old" way so layout doesn't mean 1st KA in that context. The layout and genga work are pretty distinct, even if the layouts are extremely detailed.
