I was reading an interview with Toshiyuki Inoue and Hiroyuki Okiura in which they mention that Kazuchika Kise did a different form of realistic animation than Inoue and Okiura during Patlabor 2, one focused more on a three-dimensional effect on characters with very complicated angles.

So I guess this drawing could be done by Kise

This is a layout.
I'm crediting Arakawa because he seems to have done all the scenes inside Section 2, but Kise drawing the characters isn't out of the question either
