Almost certain this is Natsuki Watanabe. Staff credits have them near the end of the episode and the smears here are similar to ones used in action scenes after this part

Background animation is also similar to a cut they had done on One Piece

There's no one else here of much notable credit besides Fujisawa, so I feel it's safe to assume it's them
