I wonder if they actually redraw each BG element or if they just make a massive drawing that they drag across the screen through keyframing it.

it usually depends on the perspective, for simple linear one point perspective, like 0:05 animators usually use one image, but more 3d 2-3 point perspective is commonly hand-drawn.
