You're likely right. I've been trying to find credits but "sonic the animation" is such a vague name that it just comes up with other stuff

It's also known unofficially as "Sonic: Man Of The Year," but from what I can tell there are no official credits other than it being produced by TMS Entertainment, so all we can do is guess
