I think this is Teppei Okuda's work.
His style is similar to Tomioka but the smears he uses are more pronounced

Edit: This is him , we got the confirmation privately on Twitter.

I was hesitant on it being Tomioka as well hence the artist unknown tag, not familiar with okuda but if you're confident enough about it feel free to tag him
