I already tagged Oyama for a pretty large scene for post #162043 but the first few cuts here look like him to me as well. I'm probably going insane but the movement really feels takeuchi inspired, however with how long this contribution is on paper is doesn't feel likely at this point. If Oyama really did this much for the film while making it this excellent then I have a new appreciation for his animation.
I mean, Oyama has done long sequences before even in just episodes. Just look at his FGO work; 40 second cut in #02, almost two minutes in #05, and over a minute in #08. A movie, especially such a long movie with such a small KA list, certainly could give him the opportunity to do that amount of work.
I asked Mr. oyama, but it seems that the answer is not correct.

Tanaka says in his newtype interview matsubara did a great number of cuts in the C part, and drew a lot of shinji and misato.
