Koji Morimoto has worked on quite a few of these anime anthologies. I know he worked on Robot Carnival, Animatrix, and Memories.

Morimoto has a bond with Katsuhiro Otomo, by whom he was also influenced. So it makes sense for him to appear in anothologies Otomo had produced.
And 4C in general would be involved and sometimes be a driving force behind such projects, and studio was established by Morimoto.
