This wasn't from Hiromi Ishigami?
It was presumed to her originally but I personally believe this was too early in her career to do such a strong cut. She has credits on a lot of other Naruto episodes around this time and there's nothing even close to comparable.

Though it could still be her part, it's more likely Gorou Sessha redrew it heavily like he did with a lot of the rest of the episode, the sketchy lines and aggressive angles is something he did a lot.

Further supporting this is the fact that if you look at the surrounding cuts they aren't nearly as impressive, weak even, so it's likely redrawn by the AD.
