This whole scene looks great. This show looks amazing sometimes and other times it looks a drawing being slid across a backround. Not sure if it’s compositing or just limited animation.

I think it’s animation limited by a short production time.

That's what I'm thinking too. Plus this probably had the unfortunate fortune of being animated during the 2020 COVID lockdowns, which fucked up a lot of animated productions being done in Asia.
