Admittedly haven’t looked too deep, but I think Takashi Nakamura only did the area around 0:21 - 0:28 (“Cut 861” as it’s called in Akira Animation Archives) as part of a “lip-sync test” (the Animation Archives book uses a similar term in English lettering in it’s Nakamura section but I don’t own the book physically so I can’t read everything in that section to make sure: https://youtu.be/QDhzm4Id_i4). Toshiyuki Inoue also said Nakamura drew a few other cuts ahead of the actual production like Tetsuo crashing his bike and blowing up in one of his tweets.
Nakamura's cut is fascinating
In my opinion that is the most expressive character acting sequence in the film, with Kaneda representing exaggerated movements (I love how his arms move) but with that realistic approach.

The frame modulation here and in many chara acting sequences in the film is also interesting, adding one or two extra drawings at exact moments in 2s or 3s animated sequences makes the entire flow change and is quite close to the movement of the old 2D films made by Disney
