I looked at the scene at 0:08 and saw nothing wrong. it's just the "camera" swinging
IMO the background during the fistfight straight up looks like someone taking a jpeg and dragging it around, just simply trying to keep up with the camera movements of the animation without much in the way of integration.

that's exactly what this is, and for what it is, it's done well. 3DBG would obviously be better integrated though

There's only so much you can do with a panoramic-ish painting. With characters weaving in and out like this, it's not enough to zoom and tilt a pic. That's why the characters look like they're floating through space rather than believably traveling in it.
I think it's simply they tried making a too ambitious cut with an overly simple bg in comparison.
I remember there's a director that does this in a smaller scale and it looks very good (most of the time), he makes a soft pan coupled with the animated part and it usually works well, just here it's dragged too much, still a very cool shot, well done within the limitations they had. The director i mention is the one that worked on the snk episode of the final season that had heavy rotoscoping
The compositing was really good, But the fight would've looked better with more frames
