I'm 100% sure this was done by mr. Norimitsu Suzuki:
-The shaking animation starting at 0:08 is hella similiar to shaking animations done by him (these are very characteristical)
-The sparks at 0:10/0:18/0:19 are just like his older sparks - like in 'Cowboy Beabop'
-The smear frames are extremally similar to his older work on 'Cardcaptor Sakura'

this is a studio cockpit episode, so it wouldnt make any sense for him to work on it

also he didnt start going NC until way later in his career

I guess I kinda jumped into conclusions after seing that he was credited on that ep. on that one website.
Such a shame, it's almost identical to some of his works.

My second guess is mr. Hisashi Kagawa, he was credited in this episode as the animation director and key animator for this ep. and hes smears are very similiar to those in this clip, I chose Suzuki over him because of the sparks and shaking at the beginning.

I'd like to know what you think of that.
