there are no known action animators on this episode and I can't find a connection on any of them to other action scenes, so it's either a NC work or Toshiya Niidome re-drew it from the episode director position, which he has been confirmed to have done before (post #122145). Though I think the timing here is completely different and it would have been only a couple years apart from that Naruto scene, give or take.
