Sorry if this sounds like a silly question, but what methods are the most used for backgrounds in the anime industry? Traditional, CG, or photography?

All three are used. From what little knowledge I have, I've seen the following:

Digitally Painted: Varies. Some shows use it as a quick and cheap method. Some put more effort in and create some great digital BGs.

Traditional: By traditional I am guessing you mean painted canvases. It is often the the go to method for big budget projects. Though some companies use them on TV shows too.

Photography: Use rarely I think. Some shows who try to have a certain style may use them. Some on the other had use them if they really don't have much time and apply a quick filter to try and mask it's a real life photo.

CG: This is often the method used for elaborate action sequences when the camera is required to twist and turn a lot (Think of the ones on Attack on Titan). Though the textures used can be a mix of any of the above.
