I think this and post #141301 are the work of Tetsuya Ishikawa possibly. It's an outsourced episode (to Studio Kiba-Naru) so I was surprised to see some interesting drawings and effects. Satoshi Harayama was also credited but this doesn't look like their work. I think there's also another animator that goes by 石川哲也 too so its possible its not even the Ishikawa we know, but most likely it is.
