yes! it's extremely well drawn, confirmed to be Takaya, and fades into the next cut meaning that to remove it, frames would be removed from the following cut. I'm not sure what the aversion to short, good stills is all about, they're literally in the definition of sakuga too and as much as this guy looks like he will, he wont bite I promise
I love detailed art myself. but, movement is the main purpose of the site, it feels like bending the rules a bit.

The only reason they stopped accepting them is that its too easy for just anyone to post, would become flooded in seconds. So I'm not sure where you heard or got that belief but its wrong.

Also Im sorry if I sound frustrated, it's just frustrating to constantly see (not just here) the "If it doesn't move its not worth anything" mentality. There's so much more that goes into sakuga than movement
Don't worry about it. in terms of the screencaps, I'm aware of them. but there're tagged differently and that's fine. I personally don't mind the stills, I was just thinking from the site's perspective that animated cuts should have movement throughout and that this wouldn't be accepted.

There's a line that has to be drawn somewhere of course, and maybe a mod can weigh in with a better perspective, but if the length is reasonable and the still is strong enough I don't see any reason to remove it. Also having it PAN helps since without sound an actual completely still frame wouldn't work as well.
The strengths of the sequence are precisely the finesse of the drawings and construction of the layouts, which the first cut embodies pretty well. There are no hard rules on this site besides the technical/legal details because there are no hard rules to art in the first place, but personally I think that as long as the flow of animation-focused uploads isn't interrupted by stills, they're probably better off kept in there. Artists have also mentioned more than a few times that they really prefer sequences with as little editing as is reasonable, so interests aligned there and caused the site's moderation policies to shift gradually over time.

shouldnt turn this into a Q&A but im cutting and planning on cutting sakuga from many Dezaki shows rn and in the future. A lot of the movement has in between or ends on beautiful Dezaki frames/post card memories/harmonies (whatever you call them) . I have been editing them out cause but apparently i shouldnt right ? Or should i post them on their own if they are good enough ?. Some of the best ones for sure are worth their own post since i see already a some in the @screencaps tag that Geth linked

We've moved away from screenshots themselves as Geth said since it was impossible to keep it under control, so I'd advise against that. Dezaki postcards in particular have a tendency to stay on screen for a few seconds because... well that's the point, they're lasting memories, so it might be one of those cases where the lesser evil is editing them away if you want to keep the clips built around the animation - which still is the goal of the site, despite trying to approach animation with a broader mind nowadays. I wouldn't worry too much: clip them as it feels right to you with these guidelines in mind, and if there are cases where people feel there's a better way to present the scene, then just recut that specific shot.
