I think they really shouldn't have removed Chikashi Kubota as chief animation director, the characters throughout this season have very little consistency despite having moments of good animation

The character designer decides whether or not to supervise their designs, nobody is forced to unless its explicitly negotiated before-hand, in this case he doesn't have any connection to JC Staff so why would he work there.

im pretty sure garos character design was supervised by someone who worked on either season 1 or some other great series which would explain why we have so many good looking shots of garo but everyone else looks janky

There were many supervisors who worked hard but couldn't correct many scenes properly due to the horrible schedule. Also, none of them participated in season 1.

oh my bad then i just remember hearing that garo in particular was supervised by someone who made sure his character looked on point for most cuts, but even then the horrible scheduling left us with some weird shots of him too

Well they have the same character designer in season 1 and season 2 so maybe that's what you mean...?
