This is by Koji Morimoto according to “AKIRA PRODUCTION REPORT:全リテイクシーン&原画マン詳解” included in March issue of Animation Video Collector’s Guide ‘89.
From Anime Architecure, page 19:
Although this is the first cut of the film, the background was drawn as the last piece of the production by art director Toshiharu Mizutani.
Takashi Watabe, one of the most prolific concept and layout designers featured in this volume, prepared the layout. Usually the layout drawing would be transferred to the background paper but, because time was running out, Mizutani painted directly on the layout. It took him two and a half days to finish this oversized piece.
I assume this means Watabe did LO for the background, while Morimoto did the explosion?
