Upon further observation, I'm starting to think this could actually be Nireki

Effects look like him enough, particularly that little ring effect that appears when Overhaul slams his hand down in the first cut, and that split-second impact frame at 0:03, while not exactly common from him, has a similar style to the one in post #121879 even if the composite leaves it looking very different
Definitely not Nireki. Smoke is completely different. Same for smears.

He also don't draw debris this way. Check post #132728

Honestly, that debris in the first three cuts doesn't even look drawn from how uncannily three-dimensional and minor the movement from it is in the third cut (don't know why they would do the debris in CG if they did, but it would explain why it feels so off)

Smoke does look different in that last cut (the general shapes reminded me of Nireki in a few frames at first glance but in movement not quite nearly as much)
Disregard everything I've ever said about this scene over the past several months because this time I actually decided to check the credits again and it looks like this episode's KA is credited in some sort of vague chronological order (Īda, Sugiura, and Yutapon are all credited back-to-back in order of their scenes)

If you look at the credits order you see these KA in this order:
Hiroo Nagano -> Kōta Mori (post #109522) - > Kōki Fujimoto (post #132058)
(Fujimoto's scene comes immediately after Mori in the episode)

So based on that logic, I've been making a clown of myself for months and this scene is likely Nagano unless he did any of the (barely moving) cuts that are in between this scene and Mori's, though I doubt that's the case since the crazy eye smear/trail at around 0:05 is something Nagano's done before (post #129027)
Apparently Nagano on his Twitter liked the post from the booru's account of the original upload of this scene, and he's liked other tweets of work confirmed to be his (that's probably his way of confirming his work), so taking that into account as well as everything the above comment I made months ago, I'm almost absolutely certain this should be Nagano
