Anidb credits Yutaka Izubuchi as Protection Gear Design (プ ロ テ ク ト ギ ア デ ザ イ ン 原案), I guess this is it

these sheets werent drawn by izubuchi, when you see a designer credited with "something 原案" it means that they drew the rough conceptual draft and not the final version animators would use. Okiuras stamp is at the bottom right so these designs are probably his but ill check a certain book later when i have more time
