this episode has been the topic of speculation for a while since its filled with unusual animation and the only credited animators with action backgrounds are Seiko Asai(?) and Nozomu Abe, both of whom had yet to develop the styles they'd be known for. It took a while but I'm very confident it's largely the work of Shinji Sato redrawing as the director of the episode.
I don't know, dude. You might be right, but some cuts here are very similar to Abe's early work, especially in Ikkitousen. The angles, the little shakes, the fast paced motion. 0:17 to 0:27 remindes me of post #47051 a lot, for example. But, like I said, you're probably right.
Abe would be the #1 candidate for sure, and this could still be his work just corrected for the drunkness. The biggest thing though was looking at the episodes he was credited on before this one: 104, 112, 118 are all super dead. It wasn't until the filler started that he turned it on. Asai is more of the same, she was actually on the previous episode (as well as most of the series) and there's nothing resembling this.

Also we know Sato has a key animation background throughout the 90's, and he even has a solo Shippuuden ending with pretty weak drawings but occasional bursts of solid movement. https://youtu.be/2BwtgiD584o
I hope we find the animator because I must know who is responsible for that beautiful Rock Lee at the end
the cut from 0:17 - 0:21 is consistent with Abe's other Naruto work, so he should be in this scene. But Shinji Sato is still worth tagging, his enshutsu corrections are what makes it so inconsistent and difficult to pin down style-wise
The choreo on this clip is insane, especially at 0:53 - 1:03 were they trade kicks on each other.
As per usual the fights on this series is always eye candy to watch for its unparalleled choreography
