The entire KA list are regulars who have worked on hundreds of episodes aside from Daisuke Mataga and 海本幸子 (Umemoto Yuko?). Between the two I would sooner bet on the former, nothing is known of his early work though, and more than likely this should be a NC animator.
I have to wonder if Hirofumi Suzuki was involved here.

He was normally credited the few times he did genga on TV episodes outside of Toshiyuki Tsuru episodes (#47, #118) however it's possible that this time he was working more as an animation director/CAD than a gengaman which could have lead to the credit omission. It could have also been a simple telop error. Either way, I would say that there are aspects of the scene that fit something he might do at this time like the 3DBG/digital photography tricks, smears, hand anatomy, but also a few inconsistencies in the way it moves overall which might suggest it's someone else's genga and he just made revisions to it.
