Based on the small-ish KA list, most of this should be Kaiya but also worth noting the animation supervision on this movie was heavy

e-sakuga has Hiroyuki Okiura for directors rough for c209 (0:44 -0:46)

Tagging for rough L/O is similarly difficult as tagging for AD corrections because of the unary way the tagging system works, tbh you could make an argument for tagging him on nearly every Jin-Roh upload, but the contribution is much more significant here.

I think Okiura also handled the layout for 1:00 - 1:02, as well as many other corrections in the scene warranting him being tagged
