Is it just a personal impression of mine or in this movie they use on purpose two different color palettes and tones to differentiate the usual FMA world and ours? I always had this feeling, and liked the idea: to me these scenes give nicely the idea of pre-WWII (or around-WWII) re-colorized film, and at same time the bleak tense atmosphere of the pre-WWII Germany.

yes, they did this on purpose based on what they said in the staff commentary
