Wow the 0:21-0:26 sequence of the police man getting shredded is very reminiscent of the equivalent scene in Akira by Okiura, the timing and blood texture. Wonder if this was inspired by it. Just brutally animated

Looking at Wikipedia, this was released in December 1987. So not likely. Maybe the two productions shared some animation staff at the time. Ohira for example..
