Was the whole scene really animated by Kanada?

I was watching a documentary that said this fragment with lower body separation wasn't animated by him. Or is this wrong translation?

according to the japanese narration, kanada had the idea at the moment of the genga, so he slightly deviated from the original storyboard (also by him), but it was him who animated the sequence.
I'm not very good in English but I think it's a translation or interpretation problem
