When guessing, be careful not to draw conclusions from superficial elements that are barely there. In this case, both the smoke and blood aren't prominent factors of the scene. I'd bet if you asked a large random sample size of animators to draw smoke or blood in a scene constructed similar to this, a lot of them would end up with something looking pretty close to the same, especially for the blood.

With that said, I could see this being Nireki (I don't know his style that well, but it feels like something he'd do).

As Geth said, these are pretty common for a effects expert as Nireki. Even so, the smears are really something that he does.
Not a bad guess, but I personally prefer tag him on scenes that have more effects.

Maybe so on that last part, but the scenes from this episode aren't very effects-heavy at all and this one just happens to be closest to Nireki from what I could tell

I'm tempted to say that Otsuka is here given some of the smears on dispay. 0:05 and 0:11 for instance appear to have those very jagged smear lines that she seems to do often. (post #217312) and (post #215778) for comparison.

She's listed as an AD on this episode so there's a chance that it might just be a correction on her part.

Looking back everything post #132105 to the end of post #107258 has a strong Otsuka feeling, not sure if it's her KA or corrections so i'm just adding her to the source field for now
