Yamashita seems to be pretty fond of it, using it here, on 477, OP18, maybe was responsible for it on https://www.sakugabooru.com/post?tags=naruto_shippuuden_sunny_side_battle_special+ too? Though Sessha was the director of that and also animated on this episode...

My eyes. Obito's sleeve is a pretty good give away too, a cut like this would look very differently without it.

Ah thanks, I thought it has to do with the fabric, but what confused me that the hand animation doesn't look like rotoscoped, I mean good animator and good AD could achieve this without the need of rotoscoping.

True enough, though details like the fingernails are also good rotoscope hints, Obito's especially seem unlikely to be the result of standard methods imo
