What do you mean? It is literally genga by definition... 原画 (genga) literally means "original pictures" referring in Sakuga terminology to pure key-animation drawings...

This is much further along in the production process than the genga stage, all it's really missing is coloring which is what I believe that user was referring to
actually looking at this closer and after having someone else point it out to me, I think you're right it's just absurdly polished genga, the digitally drawn shadows and 3D background are misleading

Yeah :D, it is just the way Imai does it, his genga is always extremely polished, even when he is not doing it digitally, probably one of the reasons I love his genga, I even have one printed on my wall xD.
