I see what you mean but it can't be, Saburo Yoshino was credited on OP16 which Matsumoto was also credited on under his real name so that wouldn't make sense at all

I think it can be one of the web-gen guys he's friends with though. Kutsuna was my first guess but I confirmed that it's not him.

I guess I'm so used to Matsumoto and Yamashita's loose work, that now every single time I see loose work in Naruto and especially pushed to this extent in Shippuuden, I always just assume that it's one of the two.
