STEP 1: install tampermonkey : https://chrome.google.com/webstore/detail/tampermonkey/dhdgffkkebhmkfjojejmpbldmpobfkfo?hl=en
STEP 2: install script which is available here : https://greasyfork.org/en/scripts/387578-booru-frame-control
STEP 3: open any video from sakugabooru - you'll be able to see scrub frame buttons below the player, use that or use d and f to scrub

while installing the script it will open tampermonkey, you need to click install again
