Unlike a twitter artist who works 60 hours on a master-painting and post "tehee, just a quick sketch :P", whether something is LO or Genga is not subjective. Its a step in a pipeline, and of course official channels like WIT are more likely to share a good, clean-looking LO rather than a mannequin-sketch LO.

There's several reasons for this. Since you always have the Sakuga-Uchiawase (作打ち) before you start working on your cuts, its not like you're just starting randomly at a cut. So in theory (unless the director is a bit of a jerk and decide to change camera-angles after you've started LO), the camera-angles won't change.
Doing clean LO will do several things:
1. Its easier for the sakkan (animation director) to correct your drawings. Even if you're doing "bad" drawings, a clean bad drawing is easier to correct than a messy bad drawing.
2.Even with correction, genga/2gen work will be a lot quicker. Instead of having to solve the messy sketches of the LO animator, it's more of a tracing the LO and applying the sakkan/enshutsu corrections. Which is why it is considered bad and lazy for animators to do really rough LO and then don't do their own genga, but instead push their super rough, unintelligible roughs onto other people (like not cleaning up your own mess).
3. It gives a much clearer impression to the enshutsu/director of what you're trying to achieve.

As you said, LO are often subject to change, timing-wise, acting-wise etc. So it is really a bet on the LO animator's side. In ye old days, LO were super rough, but since the whole 2gen thing started occuring, LO has also needed to become more detailed, as it's not possible to leave a lot of things up to the person doing 2gen (as they are often just random self-professed animators off twitter lacking fundamental skills).
