Well, in the first example the "layout" is just the genga before cleanup and some corrections. It just doesn't give me the impression of being a "draft" subject to change; aka: a layout

But why would you make them clean or detailed before getting the approval of the enshutsu, sakkan and director? afaik, layouts are drafts subject to change, so going super rough is more logical and efficient
