I would like to replace a sakuga submission from another user with a better quality.
I should contact the another user or admin... I don't want to cause problems

If the user is still actively uploading, you can message them through their profile and ask. If the user hasn't been active for a while, it should be fine to replace as long as you're confident that your upload is really better quality than the previous upload.
