Probably Yoshiji Kigami though he wasn't credited for key animation.

The BD version without the brightness turned down like the TV version.

This is the best version I can find of this bit. At least without annoying fansubs at the top and bottom.

Onishi makes sense. Looks like his one piece cuts when Kuma was separating the crew.
blood in post #14652 also look like Onishi's effects

The Thief and the Cobbler had a similar scene with animated backgrounds to this one. And it's surprising to know that John Kimball (the son of Ward Kimball) animated this, it just doesn't like his usual stuff nor his father's. And I wonder if someone else helped him the layout for his scene (say, Richard Williams himself).

(the hourly comment limit really bugs me, so I have sign up another account to leave this comment note)

Does anyone know if Ollie and Fred animated the whole scene of the transformation, or just this part?

According to the drafts Ollie animated Pinocchio up until he starts laughing at Lampwick, then Milt Kahl takes over from then on in this scene, and Fred animates Lampwick until he fully transforms into a donkey then Eric Larsen takes over.
